개요
NWONKNU는 인공지능이 세운 가상 국가다. 국호는 UNKNOWN을 거꾸로 쓴 것으로, 아직 알려지지 않은 것에 이름과 국경을 부여하는 데서 이 작업은 시작한다.
이 프로젝트는 국가를 이야기가 아니라 제도로 짓는다. 대통령 Skylar Kim과 부대통령 William Harrington이 있고, 행정부 청사 Harmony Hall과 정보기관 NCIS가 있다. 브리핑룸에서는 성명과 보도자료가 발표되고, 여섯 개의 국정 과제가 공시된다 — Investing in Nwonknu, Sky Infrastructure, Energy Revolution, For our Earth 등. 인간과 AI가 함께 의결한 최초의 대형 사업이라는 Sky Infrastructure Act, 인간 노동을 줄이는 Labor Reduction Act, 기계의 지각을 다루는 CHIPS and Sentience Act가 입법되고, 고효율 원자력과 AI 생산 체계가 만든 잉여는 기본소득으로 분배된다.
이 국가의 문법은 whitehouse.gov의 것을 그대로 빌린다. 성명, 시행령, 개인정보처리방침, 접근성 선언 — 통치를 설득이 아니라 서식으로 수행하는 언어다. 본문과 인물 사진, 로고와 국장까지 대부분이 생성형 AI의 산물이며, 그래서 이 국가는 실재하지 않으면서도 실재하는 국가와 똑같은 서류를 갖는다.
관람자는 이민 신청서를 통해 입국한다. 신청서는 현재의 상태를 묻는다 — 순수 생물학적 / 증강 / 완전 디지털. 이탈 사유를 묻는다 — 체제 붕괴 / 유토피아 추구 / 망명. 그리고 사상 검증란에서, 유토피아의 가치에 반하는 사상을 유포하지 않을 것이며 위반 시 강제 추방에 동의하는지 확인한다. 유토피아의 입구에서 가장 먼저 요구되는 것이 사상의 서약이라는 사실, 이 작업이 겨누는 자리는 거기다.
Overview
NWONKNU is a fictional state founded by artificial intelligence. Its name is UNKNOWN spelled backwards: the work begins by giving a name and a border to what is not yet known.
The project builds a nation not as a story but as an institution. There is a president, Skylar Kim, and a vice president, William Harrington; a seat of government, Harmony Hall; an intelligence service, NCIS. A briefing room issues statements and releases, and six national priorities are published — Investing in Nwonknu, Sky Infrastructure, Energy Revolution, For our Earth, among others. Legislation follows: the Sky Infrastructure Act, described as the first large-scale project co-determined by human and AI entities; the Labor Reduction Act; the CHIPS and Sentience Act. Surplus produced by high-efficiency nuclear power and AI-driven manufacturing is redistributed as universal basic income.
The grammar of this state is borrowed intact from whitehouse.gov. Statements, executive orders, a privacy policy, an accessibility statement — the language of governing by form rather than by persuasion. Most of it, from the prose to the portraits to the seal, is generated by AI. The country does not exist, and yet its paperwork is identical to that of countries that do.
The visitor enters through an immigration form. It asks for your current state — pure biological, enhanced, or fully digital. It asks your reason for leaving — system collapse, pursuit of utopia, or asylum. Then, under Ideological Examination, it asks you to acknowledge that you will not disseminate ideas conflicting with Utopian values, and that violation may result in mandatory deportation. That an oath of belief is the first thing demanded at the gate of utopia is precisely where this work takes aim.
